New ‘War Rooms’ Unveiled to Drive FCSSIP-25 Implementation: Federal Permanent Secretaries Propose key Reforms and Emphasize Centralized Technology at Zuba retreat

In a recent announcement, Didi Walson-Jack, Head of the Civil Service of the Federation, revealed the creation of “War Rooms” to facilitate and oversee the implementation of the Federal Civil Service Strategy and Implementation Plan 2021-2025. According to Walson-Jack, these War Rooms will serve as essential centers for managing and monitoring the reforms outlined in the plan, addressing each of its six pillars and critical enablers.
The announcement was made during a retreat with Federal Permanent Secretaries held in Zuba, Niger State. Eno Olotu, Director of Press at the Office of the Head of Civil Service of the Federation, provided details in a statement released on Wednesday. The War Rooms are designed to tackle the specific challenges associated with each pillar of the reform plan, aiming to streamline and enhance civil service reforms effectively.

Walson-Jack made this announcement during a retreat with Federal Permanent Secretaries held in Zuba, Niger State. According to Eno Olotu, Director of Press at the Office of the Head of Civil Service of the Federation, the War Rooms will be led by Permanent Secretaries and will involve all key stakeholders. The initiative aims to ensure swift, coordinated action in advancing the reforms.
Walson-Jack emphasized that the goal of these War Rooms is to “win” these “wars” by successfully implementing the reforms, ultimately benefiting both the Federal Civil Service and the Nigerian public.
In a recent effort to accelerate the implementation of the Federal Civil Service Strategy and Implementation Plan 2021-2025 (FCSSIP-25), Federal Permanent Secretaries have conducted a comprehensive review of the plan’s six pillars and enablers. This review took place during syndicated sessions led by Dr. Deborah Bako Odoh, Permanent Secretary of the Service Policies and Strategies Office.
During these sessions, the Permanent Secretaries proposed new Key Performance Indicators (KPIs) and activities aimed at enhancing the plan’s content and ensuring that initiatives align with established targets. This collaborative approach is intended to enrich the FCSSIP-25 and facilitate its effective execution.
During the retreat, participants highlighted the critical need to centralize technology solutions to drive the implementation of Enterprise Content Management and Performance Management Systems across the Public Service. This recognition underscores the importance of prompt and coordinated action to address this need.
Centralizing these systems is anticipated to streamline processes, ensure uniformity across all Ministries, Departments, and Agencies (MDAs), and improve overall efficiency and transparency in service delivery.
In her welcome remarks at the recent retreat, Fatima Mahmood, Permanent Secretary of the Career Management Office at the Office of the Head of Civil Service of the Federation (OHCSF), highlighted the event as a collective commitment to transforming the Nigerian public service. She emphasized the aim to create a service defined by efficiency, innovation, and dedication to service delivery.
Raymond Omachi, Permanent Secretary of the Common Services Office, expressed his appreciation for the participants’ robust discussions and steadfast commitment throughout the retreat.
The three-day event included a series of thought-provoking presentations on topics such as creativity, innovation, and the application of Artificial Intelligence to boost efficiency and productivity. Additionally, sessions covered essential subjects including the pillars of the Federal Civil Service Strategy and Implementation Plan 2021-2025 (FCSSIP-25), Enterprise Content Management, digitalization, and the Performance Management System.
